This is still happening to people every day, and the core team can't agree on the best way to allow users to get back in after inadvertantly setting the LoginTabId setting, but not putting a User Account SignIn module on that tab. After doing this some people usually realize that the "front door" to their website has had the handle removed right away because the login link stops working.

If you are looking for a way to have conditional content shown in your skin without having to use a module, you can do it with some inline code.

Adding new page shows up randomly in DotNetNuke

If you are using DotNetNuke and things like adding new pages appear to show up only after navigating to other pages or just acts randomly while doing administration then you may be running in a Web Garden.
